  1. Aishath Rafiyya – Head of Delegation

Started her career with a young banker and later a young diplomat, Ms. Rafiyya is currently the Director of Chairman’s Bureau at the Sun Siyam Group of Companies, a multinational company & a leading hospitality group over the last 26 years. She is also an appointed Independent, Non-Executive Director at the State Trading Organization (STO) by the majority shareholder (Government) and the Chairperson of the Nomination and Remuneration committee, member of Corporate Governance committee and Risk committee of STO Board.

As a National Youth Award winner for Volunteerism Rafiyya is known for her selfless contribution to social and voluntary service and is the Founding President of the Regional Alliance for Fostering Youth (RAFY) – the first international NGO established in the Maldives.

She is also a prominent figure in today’s political arena as a Deputy Leader and a founding member of the political party Maldives Development Alliance (MDA), the coalition partner of the current government. She was a former council member and President of women’s wing of People’s Alliance (PA). She made history by becoming the first woman to be an elected Deputy Leader of a political party by securing 90% of votes in its formation session and still remains the only women deputy leader of a political party in the Maldives. Ms. Rafiyya is also an elected Member of Women Development Committee (WDC) of Male’ City Council, Chairperson of Business and Finance sub-committee and Media Sub-committee of WDC. She was the former Chief Executive Officer (COO) and an Executive Board Member of Women on Boards (WOB) Maldives.

In capacity development field Ms. Rafiyya is Co-founder and Head of Blek Academy and Senior Consultant of Blek Foundation run in Maldives. She is also a visiting Lecturer at the Maldives Polytechnic and a Co-founder Boch Institute of Maldives now known as Maldives Development Research Institute (MDRI).

Rafiyya is a Doctorate Researcher focused on Women Empowerment through Tourism and holds a Master of Business Administration (Major in HRM) and BSC (Hons) in Business Information Systems from University of East London. She also holds a Graduate Diploma in Business Management and International Diploma in Computer Studies (NCC, UK). She is a Personal Mentor for Queen’s Young Leaders -Leading the Change program of University of Cambridge UK, the first Maldivian fellow and the first south Asian to be the Honorary President of the Royal Institute of Public Administrators of Royal Institution Singapore, IYC Ambassador of Maldives and holds professional memberships of Institute of Directors-UK, Institute of Directors-India and Board Director Training Institute of Japan.

In recognition of her continuous efforts in women empowerment, Ms. Rafiyya has received a number of local & international accolades, such as ‘International Award of Distinction’ from Royal Institution Singapore during the 6th GCCC; The ‘Outstanding Women Leadership Achievement Award’ at the World Women Leadership Congress, Mumbai, India; ‘Young Women Achiever Award’ for Outstanding Contributions, Significant Achievements and Sustained Excellence in the field of Human Resource Management of the Women Awards – VIWA 2016, Chennai, India; ‘Golden Globe Tiger Outstanding Women Leadership Award’ at the Golden Globe Summit, Kuala Lumpur, Malaysia; “Women Super Achievers for Excellence In Corporate & Public Affairs” at Asia Women Leadership Excellence Awards held at Pan Pacific, Marina Square, Singapore; ‘Young Women in Leadership Award’ at the South Asian partnership Summit & Business Awards, held in Sri Lanka and Junior Chamber International’s (JCI) ‘Ten Outstanding Young Persons (TOYP)’ National Award 2016, and selected as JCI TOYP 2017 Maldives Honoree.

  1. Ms. Aishath Rayaheen Shareef

Aishath Rayaheen Shareef is a Board Director at State Trading Organization Plc appointed by the Government since March 2016. She is also the Chairperson of the Corporate Governance and Compliance committee of the Board.

Rayaheen has been working in the financial sector for more than 15 years. She has ample knowledge and expertise in areas such as Commercial Banking, Accounting, Economics, Research & Analysis, Anti – Money laundering and Information security risks. She currently work as the Head of Consumer Finance Department at Maldives Finance Leasing Company Pvt. Ltd. (MFLC), where she is involved in developing and expanding consumer finance in the Maldives. Rayaheen has worked in the past at the Central Bank, Maldives Monitory Authority and Hong Kong and Shanhai Banking Corporation. Furthermore, at the Regional Alliance for Fostering Youth NGO, Rayaheen holds the position of Secretary General, where she plays a key role in empowering youth by organizing youth leadership and capacity development programs. Rayaheen holds a Bachelors in Business Administration (Honors) from Open University Malaysia. She has also completed an Advanced Diploma in Applied Statistics, from Maldives College of Higher Education and is a Senior Member of Royal Institute of Management of Royal Institution Singapore since 2016. In addition to this, Rayaheen has also completed Director Development Program from Hawkamah, Institute of Corporate Governance (U.A.E).

  1. Ms. Fazly Abdul Wahhab

Ms. Fazly Abdul Wahhab, Co-founder and CEO of Maldives Development Research Institute (MDRI) is a Board Director of Maldives Tourism Development Corporation.

Fazly started her career as a computer teacher at Islandhar School in 2004 after completing Diploma in Computing Studies in 2003 from KolejDamansaraUtama, Malaysia. After few years of work experience, she moved back to Malaysia for her higher studies.She completed BSc (Hons) in Business Information Systems from University of East London and holds MBA (Specialized in HRM) from University of Ballarat, Australia. As a graduate in HRM, she successfully stepped in to the HR of hospitality industry as she loves challenges and new experiences in her career. In her career in Hospitality industry for more than 9 years, she havepreviously worked at the Wings services Pvt Ltd as the capacity of the HR Manager and Procurement manager and at OlhuveliBeach Resort and Spa Maldives as the HR Manager.

Fazly plays a key role in empowering youth by organizing youth leadership and capacity development programs from MDRI. She is a Fellow of the Royal Institute of Management of Royal Institution Singapore and has completed several short courses and trainings both locally and internationally.

  1. Rifau Ismail

Ismail Rifau is the President of Blek Foundation a firm based in Maldives for event management along with providing valued education and career consultancy. He is also a Director of Eco Garments Pvt Ltd. Ismail Rifau had been forefront in community development activities since the age of 13 and now at the age of 26 he runs multiple business, training centers and NGO.

Rifau then registered Blek Foundation under his name, having a vision to help the building blocks of the nation. Blek Foundation started its services by providing valued education and career guidance as well as providing opportunities for Maldivians to study abroad and creating opportunities and platform for Maldivian youths to develop themselves in terms of mental and physical education. He was named the President of Blek Foundation in the year 2012 and have been actively working towards developing and bringing it to newer heights.

Rifau is a social worker since 2004 who started his social and volunteer works as a scout in high school. When the tsunami hit and affected a huge part of Maldives in December 2004, as the Senior Patrol Leader then, he led the tsunami task force, under Scout Association of Maldives, in Male’ City, the capital of Maldives, where he managed and looked over 3 relief camps at 3 different locations for a period of over 2 months until the people who lost their homes got settled down in temporary shelters.

As the elected Director for Business Development, Rifau is currently sitting in the board of the NGO, Regional Alliance for Fostering Youth (RAFY), which is the first Maldivian originated International NGO, which would be expanding its branches to the South Asia Region within the coming years. Rifau is actively involved in empowering Youth in the Maldives by conducting surveys and small trainings and had traveled to many islands advocating the rights of youth, delivering leadership and career guidance skill programs etc. Mr Rifau was the first recipient of the “Young Visionary Award 2017″ awarded at the 10th Anniversary of Mission20, a Qatari based NGO. He received a special coverage in the Misison20 magazine, as well as Doha Today section of The Peninsula Newspaper and Chillout section of Qatar Tribune Newspaper.

Rifau holds an Executive Master of Business Administration, majoring International Business & HRM from Greenwich College, Srilanka. He completed University foundation in Science from HELP University, Malaysia in the year 2008.

The current professional positions held by Ismail Rifau are: President of Blek Foundation, Founder of Blek Academy, MD of Blek Group of Companies & Subsidiaries, Director of Ecosia/Eco Group of Companies, Executive Board Member of Regional Alliance for Fostering Youth, Youth Council Member of Maldives Development Alliance and Fellow of the Royal Institution of Entrepreneurs-Royal Institute of Singapore.

Mr. Rifau received President Scout Award in the year 2009 from His Excellency Former President Mohamed Nasheed for reaching the highest position in Maldives Scouting. He have also received Plaque of Appreciation from Women on Boards and is also a Council Member (Interim Council) of The Scout Association of Maldives.

  1. Aishath Willinee

Aishath Willinee, started her career in 1999 Aminiya School and Iskandhar School as a computer Science and Chemistry teacher. She joined Maldives Customs Service in 2002 as a Customs Officer grade II. She contributes her work mainly in trade facilitation for importers and businesses.In the capacity building field she works as a lecturer and a trainer at The Centre for Customs and Excise Studies (The Customs Academy) since 2006 training and building Customs officers as well as Customs brokers and importers. Herworks, expertiseand researches focusesmainly on World Customs Organization’s (WCO) Harmonized System.

Today as a Chief Customs Officer, she works in the Strategic Management Division as the Officer-in-Charge for both Public and International Relations. She also serves as the Media Officer for the organization. Her love for reading, writing and creativity is reflected in the Customs Journal (CJ) which is published under her editorship.

She is a Millennium Youth Ambassador and an active member of the Regional Alliance for Fostering Youth. She also worked as a program presenter in DhiTV from 2008-2009.

She did her Bachelors in Business Information Systems and Management in Middlesex University, UK and her Masters’ in BusinessAdministration from Open University Malaysia.

  1. Ahmed Shamoon

Ahmed Shamoon serves as the head of Maldives Meteorological Services and Maldives Climate Observatory appointed by the President of the Maldives. Prior to his appointment as a Coordinator of Ministry of Environment and Energy, he was a Coordinator at the Ministry of Tourism. He also served as a Director at the India-Maldives joint commission established by the governmental of India and Maldives to foster bilateral relations between the two countries. Shamoon holds an associate Degree in Business Management and continues to learn and self-development through attending several conferences and forums.

Shamoon is also a young politician actively involved in the activities of the ruling party, the Progressive Party of Maldives (PPM) at different capacities such as the chairperson of events committee of PPM and represented Machchangoalhi Wing within the party as its President. Shamoon started working at a very young age soon after completion of ordinary level examinations from Majeedhiyya School. He worked at several private companies such as KPS Express, Trans Maldives Airways, NutShell Innovations, and Thilafushi Corporation as a political appointee to oversee the media activities.

During his school days Shamoon was popular as an active athlete and has participated in numerous tournaments including basketball, football and tug of war interschool completion where he was selected among the best 5 players in Basketball & 3rd Place in 400m relay athletics in Inter House Tournament. He was also selected among the best 6 players in Inter Class Football Tournament.

Today, he is a young leader contributing to serve the civil society organizations, including Regional Alliance for Fostering Youth (RAFY) NGO as a Millennium Youth Ambassasor and a member of Media and Public Relations Committee and Junior Chamber International Maldives (JCI) in their social endeavors related to be the frontier of young people in environmental advocacy. He has also represented Maldives and RAFY NGO at the International Youth Leaders Training Summit in Kuala Lumpur organized by the International Islamic University of Malaysia and the ‘Asia Urban Youth Assembly (Auya) In Conjunction With 17th International On Melaka Twin Cities Convention 2017’ held in Melaka, Malaysia from 25 – 28 March 2017.

Shamoon has represented in several stakeholders forums relevant to his work field including 27th Joint Meeting of UNWTO Commission for the South Asia, UNWTO Regional Ministerial Conference held at Bandos Island Resort & Spa, Strategic Foresight – Maldives Civil Service in 2020, Stakeholders meeting on initiating the implementation of impact based forecasting and risk based warnings, and several key forums in Kerala, India related to international perspective on heath tourism as a panelist.

Shamoon is aspired to be a responsible young politician and make a change for a better society and a nation.

  1. Husnunnisa Ahmed

Husnunnisa Ahmed started her career in 2001 at Department of Public Health as a Public Relation Officer Trainee. She has more than 11 Years of experience and is a committed professional with a strong record of achievement in a wide range of HR areas including benefits and compensation, policies and procedures, recruitment and development, performance management, employee relations, Excellent strategic planning skills utilized in the successful introduction of an innovative corporate human resources policy. She has been working under several departments of Department of Medical Services as well as Ministry of Health as a Secretary, Human Resource officer, senior human resource officer, assistant Director and Director Position as well. Today She is been working as a most well Known Public Limited Company of Maldives, Maldives Airports Company Limited as a Manager- Learning and Development which contribute her works mainly for planning, directing and coordinating learning objectives and instructional strategies including developing the best methodologies for training delivery in Airports Company Limited. Her work expertise also focus on establishing a competencies model that detail the core values of the business, which provide foundation for the career development program and leadership developmental programs for MACL Staff.

Husnunnisa Ahmed completed Secondary school in 2000 from F.Atoll Education Center and completed Diploma in Human resource Management in MAPS Collage Maldives. She holds a Master of Business Administration (specialize in Human Resource Management) from INTI International University, Malaysia and Degree in Human Resource Management in Asia Pacific University, Malaysia.

Her biggest passion is to become one of the well-known HR Professionals in the Country. She describes herself as strong women who enjoy working with large number of teams, coordinating learning and development trainings and being an example team leader. She believes her biggest strength is her family.

  1. Sama Ibrahim Didi

Sama Ibrahim Didi is a committed and dedicated potential Manager in the Education Industry of Maldives. She is the Academic Manager of Institute for Academic Development at the Villa College Maldives.

She has being servicing the industry for around 15 years and her services includes being a Teacher, Lecturer, Examinations Officer, Chief Invigilator and Manager. She has completed Bachelor of Education (Hons) degree from SEGi University Malaysia with first class honors. Currently she is currently reading for Master of Education specializing in Assessment and Evaluation from Maldives National University under a full funded scholarship from the Government.

She is a hardworking and inspiring role model to the people around her. Her students always love her teaching styles that aid in bringing a difference to their lives. She sets a good example to the youth and women who wish to be good leaders and successful people. She is also an active member of RAFY NGO acting as an Events Committee Member. She has always shown her enthusiasm in pursuing her dreams and to make the world a better place for the youths and women of Maldives.

  1. Ahmed Janaah

Ahmed Janaah, a Millennium Youth Ambassador and Chairperson of RAFY NGO’s Event Organizing Committee, is an active civic youth leader and isaspired to serve the society to make a positive change. After completion of G.C.E O’Level Cambridge 2014, he joined the media sector as a Senior Journalist at VNV news (Vaanuvaa Online), and also host in Chalk Board, produced and hosted QUIT OR PLAY at Capital Radio Maldives.

During the school days, apart from his studies, Janaah was actively involved in extra-curricular activities and proved his leadership skills in school. He served as the Cadet Platoon Leader, Team captain of Vaahakadhekumuge Team and as a Board member of the Media Club during his school days. He was a very popular figure in school and famous for his leadership which he continues to prove in his career too. He has contributed to Dharumavantha School as a coach and attended B. Atoll Madharusa as a ‘Judge’ for inter-house oratory Competition.

Today, Janaah holds several portfolios such as the Manager at Blek Academy, Operations Manager at Blek Foundation and part-time Manager at Business development at IT Tech Maldives.

With his passion to voluntary work and youth advocacy Janaah has been an asset for the Maldivian civil society organizations is actively involved in the activities and rise of the Regional Alliance for Fostering Youth (RAFY) NGO as the Chairperson of the Event Organizing Committee and as the Treasurer of ‘Arutha Sports Club’, an active youth movement of his native island, HA. Thakandhoo. He has served in many volunteer activities such as China Maldives Friendship Festival 2016, 7th Global Congress & Conferment Ceremony 2016 and has attended several local and international trainings locally conducted related to volunteerism, youth leadership and entrepreneurial skills. He has represented Blek Foundation and Maldives at the 1st Global Youth Leaders’ Summit held in Delhi, India during September 2016and represented RAFY NGO at the ‘Asia Urban Youth Assembly (Auya) In Conjunction with 17th International on Melaka Twin Cities Convention 2017’ held in Melaka, Malaysia from 25 – 28 March 2017.

Today, Janaah continues to inspire other youths and welcoming each experience as a chance to grow and learn, and emerging as motivated youth leader being resourceful and responsible towards his nation.


  1. Fathmath Nasha

Fathmath Nasha is a responsible and committed young journalist who is multi skilled with ability to build strong working relationships with fellow investigators, photographers, and news editors.

Nasha started her career in 2014 at Royal Sky Company as an administrative officer. Later, she worked as a Sales and Marketing Officer at Surface by Amin Construction. After a journey in customer service, Nasha started working as a journalist at Sun Online, the largest private media station in the country, in order to publicize independent news and accurate information to the public.

She enjoys working with others in order to achieve common goals and making things happen in a sensible and realistic approach.Nasha possess excellent bonding skills and an enquiring mind that helps her to win confidence of people.

Nasha completed her O’levels in Th. Hirilandhoo School. She then pursued a Diploma in Office Management in MI College, Maldives. She is currently pursuing a Degree in Management.

She has attended several trainings locally conducted related to volunteerism, youth leadership and entrepreneurial skills including sessions of the Millennium Youth Ambassadors program. She also represented RAFY NGO and Maldives at the ‘Asia Urban Youth Assembly (Auya) In Conjunction with 17th International on Melaka Twin Cities Convention 2017’ held in Melaka, Malaysia from 25 – 28 March 2017.

Her biggest passion is taking up challenges. Currently, she boldly faces this challenge through reporting events and stories that are directly and indirectly related with the people and local communities.
